REQUEST FOR EXPRESSION OF INTEREST

FOR THE DEVELOPMENT OF THE FOLLOWING

RESIDENTIAL STANDS IN THE CITY OF BULAWAYO

a) 460 RESIDENTIAL STANDS IN REMAINING EXTENT OF UMGANIN.

b) 118 RESIDENTIAL STANDS ON PORTION OF REMAINING EXTENT 1198 OF LOT 400A EMGANWINI.

The City of Bulawayo is inviting competent and reputable property development companies, financial institutions or pension funds with development finance to express interest to undertake the development of either,

(a) 460 residential stands in Remaining Extent of Umganin which stands have an average stand size of 300m2,

(b) 118 residential stands on portion of Remaining Extent of 1198 of lot 400A Emganwini which stands have an average stand size of 200m2.

The developer is expected to have development finance which they will use to fully service the stands and would recoup their investment from the proceeds of the sale of the stands. The stands are to be sold once servicing has been completed. The developer will be expected to carry out an Environmental Impact Assessment (EIA) and have it approved by the Environmental Management Agency (EMA) prior to commencement of servicing of the stands.

The servicing scope of works to be done is as follows:-

• Water reticulation.
• Sewer reticulation.
• Roads Infrastructure.
• Public lighting.

Bulawayo City Council now invites all interested parties to indicate their interest in the development of stands indicated above. Interested companies must provide information indicating their qualification to perform the services (description of similar assignments, experience in similar conditions, proof of financial resources and availability of appropriate skills.)

The EOI should include the following submissions:

1. Detailed Company Profile.
2. Company registration documents
3. Proof of Funding considered adequate to finance the developments.
4. Experience in developments of similar nature.
5. A minimum of three traceable company referees must be submitted. The referees must be for similar work done in the last five (5) years.
6. Only shortlisted companies will be invited to submit detailed technical and financial proposals.
7. Parties interested in submitting the EOIs for both developments should do so under separate envelopes clearly marked as indicated below.
8. Documents should be at least 4 copies of each proposal and they should be spiral bound with a clear contents page.

NB: Council reserves the right to reject applications from property development companies, financial institutions or pension funds that are currently involved in housing development projects on its land which are less than 50% complete in terms of servicing.

Interested parties should deposit their proposals in envelopes clearly marked:

“REQUEST FOR EXPRESSION OF INTEREST IN THE DEVELOPMENT OF 460 RESIDENTIAL STANDS IN RE OF UMGANIN.

OR “REQUEST FOR EXPRESSION OF INTEREST IN THE DEVELOPMENT OF 118 RESIDENTIAL STANDS ON PORTION OF RE 1198 OF LOT 400A EMGANWINI”

The EOI must be deposited in the bid box of the Municipality, at the:

The City of Bulawayo is not obliged to accept the lowest or highest bid, or any bid.
