The City of Bulawayo is proud to inform its valued customers that it has a well-organised property tax system (the differential rating system) that forms the revenue base of this local authority. Basically the revenue is collected under the following taxes and service charges:

(a) Owners Rates Land
(b) Owners Rates Improvements
(c) Road Levy
(d) Solid Waste Management
(e) Supplementary Charges

The section also deals and collects revenue for land sales, advertising charges, ambulance and fire brigade services. It also deals with other miscellaneous income like fines. All the above if charged appear in bills that are raised monthly. The local authority generates about 150 000 bills monthly.

The section among its other services, provides clearance certificates for property purchasers. The certificates enable would be property owners to transfer purchased properties into own names.

The section keeps a manual property register in parallel with a computerized register. The registers are updated regularly with changes received from the City Valuer and the Deeds Office.
