The section was established by Council in 1962. Our mandate is to mobilize, coordinate and monitor activities of early childhood development within the city, in accordance with national policy of Zimbabwe.
The section is committed to providing quality, effective, sustainable and holistic programmes for children aged two to seven years.
The pre schools were handed over top the communities in 1998 and in 2001 the boards and associations was approved to function with the primary objective of:

Council runs twenty-four Early childhood Development Centres in the western suburbs, by providing various support services and expertise in financial and human resource management.

How to Become a Member
The Community-Type Pre-School caters for full time or part time programmes, to children between 2-5 years of age.This is a community-type pre-school, in which parental participation has a positive role, in setting up tariffs/fees and coming up with ideas for future development of the centres.Fees vary as per the decision of boards. They range from US$25 to US$70 a term.
Teaching Methods
The enthusiastic teacher uses the child's interest as the basis for teaching and has the aims, objectives and methods well structured, she knows what skills to offer in the following cognitive development, social and emotional development, speech and language development, fine motor skills and gross motor skill development.She is able to plan her activities in the manner that each child realizes his/her full potential as an individual.
