City Mourns Town Clerk

The City of Bulawayo would like to advise members of the public, residents of Bulawayo, stakeholders and fellow local authorities of the untimely death of our Town Clerk Mr Middleton Nyoni on the evening of Sunday, 27 September 2015 at a hospital in Harare. He was 62 years old (Born 9th January 1953).


Before joining Council, Mr Nyoni worked as an English teacher at Hlathi Secondary school between 1974 and 1977 having studied at the then Umtali’s Techer’s College.

He then left for the United States in 1978 where he studied at Morehouse College, Atlanta before transferring to the University of Colorado, Greely, Colorado where he studied for a Bachelor of Science Degree in Business Administration majoring in Accounting. He graduated in 1982. He did his Master of Business Administration Degree with the National University of Science and Technology and graduated in 1999.


He worked as a Junior Trainee Accountant at the Joint Diseases North General Hospital in New York, USA between 1982 to 1983. Mr Nyoni then joined the City of Bulawayo as Section Accounting Officer – Audit on the 1st December 1983. He held various positions in Council which included:


• Senior Accounting Officer [Audit] – 1st February 1982 - 14th January 1986

• Principal Accountant – Main Accounts – 15th January 1986- 31 January 1988

• Assistant City Treasurer – Accountancy – 1st February 1988 31 January 1994

• Deputy City Treasurer Accountancy – 1st February 1994 - 31 January 1995

• City Treasurer - 1 February 1995 – 5th May 2009.


He was appointed Town Clerk on the 6th May 2009 and has been in that position till his untimely death.


During his role as the Town Clerk, Mr Nyoni was responsible for leading the City of Bulawayo into the new millennium and ensured that the City was kept abreast of the changes and developments. He was also key in enhancing the City’s reputation of efficiency and transparency and ensured that Bulawayo City Council continued to provide quality services with its core business albeit with limited resources. Mr Nyoni was also responsible for creating an environment that put increasing emphasis on productivity, cost effectiveness and team work amongst all players. It was during his term of office that the City of Bulawayo saw the introduction of the Integrated Results Based Management, an initiative of the Ministry of Local Government and National Housing.


He was a member of various professional bodies which included:

• Registered Public Accountant under the Public Accountants and Auditors Act [Chapter 27:12].

• Member and past President of the Zimbabwe Institute of Public Finance and Accountancy.

• Associate Member – Institute of Municipal Finance Officer of South Africa (IMFO).

• Associate Member – Computer Society of Zimbabwe.

• Member - Zimbabwe Institute of Management.

• Past Chairman – Treasurers Forum of the Urban Councils Association of Zimbabwe.

• Member – Hillside College Advisory Council.

• Member - Lions Club of Khumalo.


He had a keen interest in new information and communication technologies, community participation in civic issues and development of the City of Bulawayo. During his term of office, Mr Nyoni saw to numerous achievements in Bulawayo which included the development of the first local authority Call Centre, development of the first Water and Waste Water Master plan, and the setting up of the City of Bulawayo GIS Office. He was also passionate about the quarterly prayer meetings of the City of Bulawayo with residents and various denominations. Under his leadership he also reinforced Bulawayo’s reputation of being the best managed local authority in the country, with Bulawayo City Council winning the following awards in 2014:


• Awarded the Prize for the overall best performing urban local authority in Zimbabwe in the 2014 local authority awards.

• The prize for the best performing urban local authority in water supply – 2014 (2014 local authority awards)

• The prize for the best performing urban local authority in community services – 2014. (2014 local authority awards)

• Rated Number 2 (Silver) in Competition 2 – Supreme Zimbabwean Exhibit (ZITF)

• Number 3 (Bronze) in Competition No.16 – Best Zimbabwean Exhibit: Civic Participation. (ZITF - 2015)

• The City also recently won the bronze medal (3rd place) for Best exhibition at the WASHen Expo 2015.


He also won various personal accolades which included the second runner up position for the Transformational leader of the Year in 2013 under the Zimbabwe National Chamber of Commerce.


He is survived by his wife Mrs Thabiso Nyoni (nee Phaswana) and four (4) children. The City of Bulawayo joins the Nyoni family and the entire Bulawayo Community in mourning the sad loss of Mr Middleton Nyoni. Mourners are gathered at Number 5 Inglewood Place, Woodlands, Bulawayo. Funeral arrangements will be announced in due course.
