Main Responsibilities
Guiding/regulating and managing development in the city to ensure compliance with
town planning requirements and processing applications for development permits,
subdivisions, consolidations with speed in the city in compliance with the requirement
of the act.
Functions
- Ensuing that applications for development permits are processed within the statutory three months period.
- Processing and ensuring that applications for subdivisions and consolidations are done within statutory 4-month period.
- Identifying illegal activities in the city and ensuring their compliance with Council regulations timeously.
- Providing instant advice to the public on development control issues as they

- Examining and processing building plans and ensuring that a plan is processed within a week of receipt.
- Keeping a record of all applications for development.
- Identifying areas of architectural and historical merit and promoting their preservation.
- Promoting and supporting efforts for the re-development/regulation of the older areas of the city.
- Planning and implementing Council policy on vendors.
- Attending court cases if enforcement orders have been issued.
- Issuing and serving enforcement and prohibition orders.
- Formulating policies on matters relating to town planning.
