This section falls under the housing and Community Services department. It runs (29) twenty-nine primary schools scattered around the city, with a total enrollment of (35 280) thirty-Five thousand two hundred and eighty children and a teaching staff compliment of (862) eight hundred and sixty-two. Enrollment varies from term to term and this is due to mostly transfers of children to rural schools because the parents are faced with economic hardships in town.
Staffing of the schools is the responsibility of the relevant ministry, in this case, the Ministry of Education, Sports and Culture. The Bulawayo City Council provides the facility and is only responsible for the welfare of the children. The major concern is that children should have adequate facilities to learn and the ministry provides the teachers. The number of teachers varies depending on the enrolment.
